The Department of Public Works and Urban Development is responsible for providing administrative oversight for all physical and social planning, care and maintenance of City facilities and engineering services.

The City of Plainfield Office of Community Development administers the following programs:
I. The Community Development Block Grant (CDBG) Program

The CDBG Program which is funded through Union County is designed to:

  • Eliminate conditions detrimental to health, safety and public welfare.
  • Reconstruct, replace, rehabilitate, acquire or construct facilities, including; street, water, sewer, fire protection, recreational, parking, neighborhood centers and barrier free facilities.
  • Conserve and expand the City’’s housing stock.
  • Assist in the conservation, expansion and construction of commercial and industrial facilities.

II. Safe Housing and Transportation (SHTP) Program
The SHTP Program, with $7,500.00 made available through Union County, enables the City to provide Senior Citizens with funding for minor home repairs. The maximum permissible cost per home is $500.00.

III. Relocation Assistance Program
The City of Plainfield’’s Relocation Officer assists bona fide tenants whose apartments have been condemned by a City of Plainfield Code Enforcement Officer. This assistance is in the form of rental property referrals and financial assistance.

Financial assistance is in the form of a one- time Security payment and the first month’’s rent. Thereafter, the tenant is eligible to receive one month’’s rental payment on the 1st anniversary of the assistance, and a one month rental payment on the 2nd anniversary date. The financial assistance varies and is based upon the tenant’’s former rent.

Comprehensive Housing Assistance Program (CHAP)
The CHAP Program which is funded through the CDBG Program provides deferred or direct loans to low or moderate income homeowners occupying a 1 to 3 family home. The maximum assistance levels are $22,000 per unit and a lien is placed against the property to secure the loan.
