The City of Plainfield American Recovery and Reinvestment Act (Stimulus Act)

A Message from the Mayor:

The City of Plainfield’s staff is actively monitoring both Federal and State agencies as they implement the American Recovery and Reinvestment Act of 2009 (ARRA). The Act can potentially provide the City with additional funds that will help jump start the economy and provide for much needed infrastructure and service improvements. I have directed the City Administrator to take the necessary steps to ensure an effective coordination between staff and various State and Federal funding sources. As part of the City administrator’s task, I have also directed him to create a vehicle that will effectively communicate the implementation of the American Recovery and Investment Act (ARRA). On numerous occasions, I have witnessed that resident’s are unsure of how these funds are being allocated. I believe this uncertainty is the direct result of the speed at which the Act is being implemented. To provide better communication, this web page has been developed. The web page is designed to provide the public with a wealth of information concerning the Acts implementation. The site will provide the following:

  • An Overview of the American Recovery and Reinvestment Act which will provide the information concerning the Federal legislation
  • An implementation plan which will highlight Federal, State and Local actions to implement the Act
  • A resource guide that will provide detailed information about the plan

As we embark on this unprecedented economic recovery plan, the City of Plainfield will do its part to bolster the economy in a manner that is transparent and accountable to the public in that same spirit as directed by President Obama.



 

Overview of the American Recovery and Reinvestment Act
President Obama signed the American Recovery and Reinvestment Act of 2009 into law on February 17, 2009.
The purpose of this act is to:

  • Preserve and create jobs while promoting economic recovery
  • Assist those most impacted  by the current  recession
  • Stabilize State and Local government budgets
  • Invest in transportation, environmental protection, and other infrastructure that will provide long term economic benefits

The American Recovery and Reinvestment Act of 2009 (ARRA) provides for the allocation of the following funds:

  • 288 billion in Tax Relief
  • 144 Billion in State and Local Fiscal Relief
  • 111 Billion in investments in Infrastructure and Science
  • 81 Billion in to protect the vulnerable
  • 59  Billion in investment in Health Care
  • 53 Billion in Education and Training
  • 43 Billion in investment in Energy
  • 8 Billion in various other investments

The Federal Implementation Plan
The ARRA funds are being distributed using four different methods, as follows:

  • Through State agencies by using existing grant funding mechanism to distribute funds, e. g. Road and Bridge construction will be  funded through the New Jersey Transportation Planning Authority
  • Through direct benefits to the Citizens, e.g. unemployment benefits will be extended to citizens
  • Through Federal agency formula programs, e.g.  JAG  Justice Assistance Grant distributed based on a federal formula
  • Through Federal agency discretionary grant programs, by using existing  competitive grant programs to distribute stimulus funds, e.g. COP Community Oriented Policing Services Program
